Health Equity Matters Register of Contractors and Consultants: 2023 to 2025

Health Equity Matters is calling for expressions of interest from suitably qualified individuals to be entered on a register for potential independent contractor and consultant work. Health Equity Matters will use the register to identify, assess and engage individuals as contractors and consultants to undertake specific pieces of work that relate to the delivery of any one of Health Equity Matters’ activities under the Sustainability of HIV Services for Key Populations in South-East Asia (SKPA)-2 program. This program is funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) and is aimed at improving the sustainability of evidence-informed, prioritized HIV services for key populations in Bhutan, Mongolia, Philippines, and Sri Lanka. There are four program objectives:

  • Accelerate financial sustainability.
  • Improve strategic information availability and use.
  • Promote programmatic sustainability.
  • Remove human rights and gender-related barriers to services.

Areas of technical expertise: Skills, knowledge and experience are required in one or more of the following areas:

  1. Equity, human rights, law reform, gender and addressing HIV- related stigma and discrimination.
  2. Community systems strengthening and key population empowerment and leadership.
  3. Costing of HIV services.
  4. Community led monitoring.
  5. Advocacy for decision-making, including the development of advocacy campaigns and products.
  6. Program evaluation.

How to Apply

To apply to be added to the register, please submit an expression of interest proposal outlining all the following:

  • Your CV which details relevant skills, experience, and qualifications
  • Description of services provided from the list above (one or more of the areas of technical expertise)
  • Details of at least two previous and recent engagements (or if limited previous consultancy/contracting experience, details of previous and relevant employment experience), with details of relevant referees
  • Contractor / consultant daily rate range, noting specific rates will be negotiated for individual pieces of work or projects.

Please note that expressions of interest to the register do not constitute a guarantee of any work as a contractor/consultant with Health Equity Matters. Individuals on the register may be contacted from time to time to provide further details on their capability to undertake a specific project or piece of work, when it is deemed necessary to meet our short- or medium-term operational requirements.

Please also note that all contractors and consultants will be engaged using the Health Equity Matters contractor/consultancy agreement and will be engaged under the terms and conditions of that agreement. Individual scopes of work and contracts will be developed for each piece of work.

The agreed price of individual pieces of work will be negotiated and agreed between the contractor/consultant and Health Equity Matters, once an offer to undertake a piece of work is made.

Applicants will only be notified whether they have been successfully placed on the register. Your expression of interest will remain active until 30 June 2025.
